By accepting its responsibility in the application of scientific procedures in the research and development, its obligations and rights in the appraisal of the trends of the reconstruction and development of the Bosnian–Herzegovina society, the participants of Round Table “Energy Strategy in Bosnia and Herzegovina”, held on September 3rd, 1997 in Cazin, are accepting

The Declaration
on Energy Future of Bosnia and Herzegovina

  1. The recovery and development of Bosnia and Herzegovina, as sovereign and territorial entire state with international subjectivity, requires, as necessary precondition, the strengthening and the development of whole energetic of Bosnia and Herzegovina.
  2. As the recovery and economic development of Bosnia and Herzegovina requires intact and effective power economy only systematic research, development and education of specialist in this field should enable to build a base for energy future of Bosnia and Herzegovina.
  3. Present condition of separated electric power system of Bosnia and Herzegovina and its heterogeneous interconnection with neighbouring countries contributes to the strengthening of, by war caused, separations within the Bosnia and Herzegovina and to continuation of social and state dissolution.
  4. The connection of Bosnia and Herzegovina into harmonious entirety as it is justified by Dayton Peace Agreement, and World Order, requires at first place to establish internal interconnection of all parts of electric power system and afterwards to interconnect such system with the nearer and remoter surrounding.
  5. Faster recovery and development of Bosnia and Herzegovina requires resolute building of institutions capable to ensure the establishment of new ownership and management relations in all field of power economy.
  6. Present tardiness and insufficient resoluteness in establishing of research and development in most social fields together with the lock of wider linking and of the support to educational, professional and scientific organisations, followed by locking of clear forecast and planning of social future which should be linked with dynamic research and with the support to development threatens future dissolution and lagging of Bosnia and Herzegovina.
  7. New conditions of international relations and international position of Bosnia and Herzegovina indicates the needs of urgent elaboration of the energy strategy which is possible to be made only by new research organisations.
