FINAL DOCUMENT

1. Introduction

The members of the CIGRÉ Committee of Bosnia–Herzegovina met September 13 and 16, 1999, at the Third Assembly meeting, and examined major questions on previous and future work. On the basis of the discussions conducted by the Executive Board, in the Assembly and in study committees, the proposal for this final document was drafted, which was reviewed and adopted September 16, 1999.

2. Confirmation of the objectives

The participants of the Third Assembly confirm the importance of the basis and objectives of the organization and activities of the CIGRE Committee of Bosnia–Herzegovina, which are derived from the organizational and working documents of the International Conference of CIGRÉ. In particular, they include:

a) Maintaining and developing of the Bosnia–Herzegovina community of experts and scientists in electrical energy is the essential condition for overall social development;

b) There exists a need for openness in the maintaining and development of the above–mentioned community despite all forms of ideological and other divisions;

c) The expansion of individual freedoms and the assurance of the existing social development, which is the objective of the constructive activities of this community requires a strengthening of trust and meetings or gatherings in connection with constructive undertakings;

d) Along with the strengthening of expert and scientific activities in the area of individual study committees of the CIGRÉ committee of Bosnia–Herzegovina, it is necessary to ensure a greater presence and openness throughout the entire Bosnia–Herzegovina territory;

e) Openness in cooperation with all the participants of communication and progress in Southeast Europe is a long–range commitment of the CIGRÉ Committee for Bosnia–Herzegovina.

3. The Joint Co–ordinating Center for Electrical Power

The Assembly of the CIGRÉ Committee of Bosnia–Herzegovina supports the establishing and functioning of The Joint Co–ordinating Center for Electrical Power as an important basis for surmounting the divisions and distrust which are in conflict with the expansion of human freedom and conditions of stable economic progress. Accordingly, the Assembly calls upon all its members and participants of the current legal and economic order in Bosnia–Herzegovina to support the work of this Joint Co–ordinating Center.

4. Strategy for Electrical Power

The Assembly emphasized the need for building and development of a clear strategy for Electrical Power for Bosnia–Herzegovina. Such a document, as pointed out in the conclusions of the Second Bosnia–Herzegovina CIGRÉ Assembly held August 31–September 4, 1997 in Cazin, would contribute to the strengthening of awareness of the need for communication and cooperation in Bosnia–Herzegovina and throughout the region. This need is often disregarded in steps, which are not based upon expertise and scientific logic.

5. Education

The economic progress of Bosnia–Herzegovina and of the entire region depends upon the maintaining and development of a base of experts. The members of the Assembly of the Bosnia –Herzegovina CIGRÉ Committee advocate more dynamic and far–reaching changes in the educational system of Bosnia–Herzegovina, which would take into account the need for education of engineers capable of dealing with the complex and decisive issues of transition and reconstruction.

The Assembly proposes an urgent organizing of discussions on the situation in the part of the educational system connected with electrical power, so that a base would be established for fundamental and far–reaching changes.

6. Plans

6.1 Organizational strengthening
The Assembly stresses the need for maintaining the existing openness for inclusion of experts and scientists from throughout Bosnia–Herzegovina and the full cooperation with study committees in neighboring countries and throughout the world. The basic form of work will continue to be the study committees. A larger number of colloquia and professional meetings will meet the needs of the Bosnia–Herzegovina society and the responsibility of the community of experts and scientists in electrical power. The newsletter, “Bosnia–Herzegovina Electrical Technology,” collected works of colloquium participants and advisory groups, and other official publications will be made accessible to the potential users within the country and abroad.

6.2. Regional Cooperation
The Assembly proposes the launching of extensive negotiations and preparations for establishing and strengthening regional cooperation. The Bosnia–Herzegovina CIGRÉ Committee would thereby be following and supporting the conclusions of the Conference of the Stability Pact. Accordingly, investigation will be made of the possibility for holding of a regional conference on the electrical power of the future of Southeastern Europe.

Professional organizations in the neighboring countries will be invited to participate in the joint organization of assemblies and conferences for other professional projects as well.

6.3. Connecting with experts elsewhere in the world
The members of the Bosnia–Herzegovina CIGRÉ Committee will be offered support for connecting with experts and organizations throughout the world and participation in the appropriate expert and scientific meetings.

7. CIRED

In accordance with the earlier suggestions and agreements, the Assembly of the Bosnia–Herzegovina CIGRÉ Committee concludes that the Study Committee 31 (Distribution Networks) should be organized simultaneously with the CIRED (Bosnia–Herzegovina Committee for Distribution Networks). This committee will prepare all the necessary documentation for undertaking the establishment of full membership in the International Conference of CIRED.

8. Preferential topics

The Assembly accepts the topics, which the Study Committees proposed for the 5th Conference of the Bosnia–Herzegovina CIGRÉ Committee, which will be held in the year 2001.
