5th Conference PREFERENTIAL TOPICS FOR 6TH CONFERENCE BH K CIGRÉ 2003

The members of the CIGRÉ Committee of Bosnia and Herzegovina (International Council on Large Electrical Systems), at their 4th Assembly held September 27, 2001, adopted the following
1 The slow pace and inaction in restoration of the war-devastated electrical system, on the one hand, and the continuation of the divisions in the economic system of electrical energy which came about as a result of this devastation, on the other, cannot be tolerated either from the point of view of the immediate needs of the Bosnia and Herzegovina society and the country or from that of its technical and personnel capabilities. 2 The participants of the 5th annual session of the Committee propose and insist upon an urgent and complete change in the approach towards reconstruction and reorganization of the Bosnia and Herzegovina economy in the area of electrical energy in accordance with scientific and technical criteria, in the best interests of Bosnia an Herzegovina citizens and the transition process, with protection of human rights, the rule of law, and free enterprise. 3 An organized and protected scientific and engineering community in the area of the electrical energy industry is a prerequisite for the undertaking of reconstruction and re-organization of the electrical energy industry in Bosnia and Herzegovina. In view of the devastation and deterioration caused by the war, the committee considers it imperative that greater support be dedicated to the training of personnel and enabling of researchers in planning, building, maintaining and developing of the electrical energy industry. The current trend of increasingly young and inexperienced staff is not appropriate for the needs of the society's transition and the economy. 4 The continued maintaining of divisions in the electrical energy industry, with the resultant consequences for the industry, science, and education, cannot be justified from the point of view of science and technology. Therefore, those responsible for political decisions are called upon to make more significant contributions to changing this situation, since this is a pre-requisite for more rapid and complete social and economic development of Bosnia and Herzegovina. 5 The engineering community of Bosnia and Herzegovina, which is represented by the CIGRÉ Committee of Bosnia and Herzegovina, is the most significant basis for carrying out the project, which has been initiated and is currently under way, which is known as Power III. This project will provide for an intact high-power transmission network, a system of management and modern telecommunication infrastructure, without which a successful transition of the society and the economy will not be possible in accordance with the widely-practiced European processes. Accordingly, it will be important to insist upon the strengthening of the organization's connection of all scientists and experts of that organization and of the institutions of Bosnia-Herzegovina in the environment of complete openness for cooperation in the CIGRE International Council on Large Electrical Systems. 6 The more intensive inclusion of experts of Bosnia and Herzegovina in the field of electrical energy, will not only provide for the technical normalization and advancement of conditions in the electro-energetic system but also for an efficient process of the restructuring, regulation and privatization of the electrical energy sector in Bosnia and Herzegovina. The package of appropriate laws for this should be examined in the broadest possible professional discussion in order to avoid the holdover of phenomena and conditions that are in conflict with the requirements of science and technology and the interests of the society and country of Bosnia-Herzegovina. 7 The process of the re-structuring, regulation and privatization intended to establish an open market, a framework of regulations, and attraction of private investors should be carried out as a cooperative effort with organized scientific, professional, and technical forces, state institutions, and members of the international community who are involved in the stabilization and development of the society of Bosnia and Herzegovina. It is only in this manner that it will be possible to maintain and strengthen the development of the field of electrical energy as a prerequisite for an effective transition to a sustainable economy in the framework of European integration. 8 The above-mentioned process of re-structuring, regulation and privatization in this aspect of the economy demands insight into the best experiences from throughout the world applied and developed within the applicable scientific and professional communities. The CIGRÉ committee of Bosnia and Herzegovina accordingly calls for the strengthening of dialogue and research forums of all the factors that are included in this process. 9 The accomplishment of the Power III project will include the displacement of the current technically unjustifiable division and inefficiency in the electrical energy system. Accordingly, all those individuals who have worked in opposition to the experience of developed societies and countries would be excluded from the planning, building, and maintaining of the electrical power system. This is a significant prerequisite for the integration of the electrical power system of Bosnia and Herzegovina with the systems of neighboring countries and the rest of the world. 10 The continued non-acceptance, on the part of the CIGRÉ committees of neighboring countries, of the Statute (By-Laws) of the International Council of CIGRÉ which requires that members of the council are states and not ethno-nations, is something which cannot continue to be tolerated. The members of the CIGRÉ Committee for Bosnia and Herzegovina demand that the highest institutions of the government of Bosnia and Herzegovina, in the process of the normalization of relations with neighboring states, should contribute to the removal of these undesirable remnants of the past. The members of the CIGRÉ Committee of Bosnia and Herzegovina therefore call upon the national committees of Croatia and of Yugoslavia to bring their behavior into accordance with the Statute of the International Council of CIGRÉ and to cease the practice of direct and indirect non-recognition of the statehood of Bosnia and Herzegovina. Only with the change of this behavior will it become possible to have a constructive and authentic cooperation among the people, nationalities and states throughout the region. Prof. dr.
